. that does not make any difference. the defense has been tried in court. is a civil rights statute. -- it is a civil rights statute. they can be a perfectly legitimate plaintiffs to bring a lawsuit, and there are a number of people who belong to disability organizations that actually, that is what their livelihood is, bringing these lawsuits. the gentleman over here, who was also a lawyer knows of at least one case involving two lawsuits. they started all neighborhoods. the target places like san francisco because this is an old city with old buildings, virtually none of which comply. we only have new construction that would be billed to 1988 compliance standards, usually. whatever kind of business you have, the building part does not enforce ada compliance. you have your architect look at the ada if you are going to make a major revision anyway. is very expensive to do that. the demand letter is a requirment for the state -- is a requirement for the state laws to be brought. for civil rights cases, you are expected to know the law and be in compliance. they do not make a demand un

, state, and local organizations. and we went through a whole briefing on the process to bring in defense, part of defense assets. it doesn't just come automatically. it's not their main mission and is a whole program of process that has to be followed in order to bring in the access. we partnered up with the department of emergency management. we did a briefing on what they call defense port civilian authorities. in 2011 we ratcheted it up with a stable top exercise with mass casualty evacuation. in 2012 back in august, we actually had a functional exercise where we set up command posts and we tested interoperable communications techniques and techniques on route clearing for mass debris route clearance. all of that is the lead agency in planning part of the emergency management with ralph and diane. and jill ray croft. it's all made possible by the waterfront department that is run by ann cronenberg. i'd loch for her to come up here and say a few words. bought that facility, we're told not with money from the defense department, instead the funding is apparently coming from the justice department. congress, by the way, not involved, and some say this is an end run that while it's not illegal in any way, it is highly unusual. in 2009 president obama did send a memo to both the justice and defense d.s to arrange for ownership of the facility and prepare to take on federal prisoners, possibly some from guantanamo bay. a number of republican lawmakers, chief among them congressman frank wolf from virginia, led efforts to block the use of federal dollars so it couldn't be bought. wolf has also said he does not trust the defense department not to send gitmo prisoners to how thompson. senator dick durbin's office confirms the sale. you mentioned the amount, $165 million, and apparently this is a direct deal between the federal government and illinois meaning congress is not involved. durbin's office also says today that gitmo prisoners are not going to be located at this facility. that is the official word. we're working to conform mor

getting squeeze. let's go forward to january 1. that's when defense department cuts are supposed to take place. 60 days in advance that november 2, warning notices are supposed to go out from contractors to their employees saying here comes some layoffs. the administration does not want layoff warnings going off right before the election. so they said to people like lockheed martin. you don't need to send these layoff warnings out. they say they are hypothetical. lockheed martin says it is the law. we must send the out the notices. the administration says if you don't send out the warnings, then we'll indem anyify you, we'll cover lawsuits that might result if there are layoffs. so the taxpayer is on the hook for not sending out these warning notices. it's pure politics. martha: it's unbelievable, frankly. either we are going to have these defense cut layoffs as a result of sequestration because nobody in washington seems to be able to come together on a budget deal. don't they have to face the ramifications of that and say we are going to have these defense cuts and that means we have t
